Shri Ganesh Singh, M.P. (Lok Sabha) raised the question in LOK SABHA under RULE-377 on 02.01.2018 regarding to publish the data of SOCIO ECONOMIC AND CASTE CENSUS-2011. He said that the SOCIO ECONOMIC AND CASTE CENSUS-2011 was conducted by the Central Government in the year of 2011. In response of Question No. 1039 on dated 21.12.2017 of Shri Singh in LOK SABHA, it was replied that the Socio Economic and Caste Census 2011 (SECC 2011) was conducted through a comprehensive programme involving the Ministry of Rural Development, the Ministry of Housing and Poverty Alleviation, the Office of the Registrar General and Census Commissioner (ORGI), Ministry of Home Affairs and State Governments / UT Administrations. The overall coordination of SECC- 2011 for enumeration was assigned to the Ministry of Rural Development. The subject matter of BPL Census in rural areas and BPL Census in urban areas rested under the administrative jurisdiction respectively with the Ministry of Rural Development and the Ministry of Housing and Poverty Alleviation. The Caste and Tribe enumeration was conducted under the jurisdiction of office of the Registrar General and Census Commissioner India. The office of Registrar General and Census Commissioner (RG&CC) has handed over the caste enumeration return in SECC- 2011 to the Ministry of Social Justice and Empowerment and Ministry of Tribal Affairs to classify these Caste / Tribe return.
Shri Singh said that first caste census was conducted in the year of 1931. Due to world war in the year of 1941, caste census was not conducted. Mandal Commission was also recommended for conducting of caste census. Shri Singh demanded in the Lok Sabha that the data of SOCIO ECONOMIC AND CASTE CENSUS-2011 should be released and published on-an-immediate basis so that the rights of people belonging to backward classes may be provided.
